During the Nixon administration, they (Nixons advisors) were worried about the blacks and hippies organizing their communities and voting against the Nixon administration.
This caused a problem for the administration, because it wasn’t illegal to be black, or a hippie.
But by associating blacks with heroin, and hippies with pot, and criminalizing both heavily, it would allow them to imprison those community leaders, and constantly monitor their movements under the guise of “Drugs”
